File _info.txt

In the emulator folders, in the file _info.txt we could put more details, such as the need for bios of the Neogeo.

Would not that be cool? I realize that some instructions are good, well detailed, but other folders are with few instructions.

you may edit the file on github and send me a pr so that i validate it.
try to create one. if you don't manage to do it, ask help, i'll help you (or others)
