Decorations and Dreamcast

Decorations do not work for DC causes flashing on sides of screen where decoration should be. Issue exsists in 5.15 and 5.16

Even when decoration is set to none this behavior is present. Issue is not present in 5.11

it's not related to decorations.
reicast sometimes flashes when you set it in 16/9
