It looks like you've dona fair bit of troubleshooting already, so here's one more step to try:
Turn the Wii U Pro Controller over and press and hold down the RESET Button for 30 seconds.
After resetting the Wii U Pro Controller, press the SYNC Button on the Wii U console to display the controller pairing screen.
Press the SYNC button on the console again until the screen shows the controller type you want to sync.
Press SYNC on the back of the Wii U Pro Controller. You can use the stylus from the Wii U GamePad if it is availble. If not, find another suitable object, such as the tip of a pen or a toothpick.
The Player LED on the controller will light up when the sync is complete.
