Can't boot from USB when Batocera is also installed on local HDD

Wondering if anyone else can confirm this...

I have Batocera installed on the HDD in my laptop. If I write the latest Batocera image to a USB thumbdrive (for testing) and try to boot from it, the system still boots from Batocera on the HDD.

FYI...this is not an issue with the newly created thumbdrive, If I use Gparted Live to wipe the HDD (or remove the HDD), I am able to boot the same thumbdrive without issue. It's as if the HDD is taking precedence even though I told it to boot from USB.

not exactly, but yes.
when you start batocera, it starts the bootloader which search the partition named BATOCERA to boot on it.
in case you have 2 BATOCERA partitions, i don't know which one it takes, probably the first found.
if you want to have 2 batocera partitions on your pc, you have to edit grub.conf and change the name of your partition, for example TOTO and change in grub.conf to get label=TOTO https://github.com/batocera-linux/batocera.linux/blob/master/board/batocera/grub2/grub.cfg#L5
