Splash video function is not intended for PC. The devs see no point in artificially extending the boot / start time with the help of a splash video.
For me personally the splash videos are nice to have, but no must have. I can live without it.
But i respect other opinions.
In the end it is the decision of the devs, if they take the effort to implement it in PC-version of batocera (as far as i understand, it is not so easy to do this implementation).
