Yes, it is possible.
But i guess your AsRock ION 330 could not be (or is not) supported by the drivers integrated within batocera (it is a very old nvidia chipset).
And i guess your CPU is also too weak, because HD Mode 7 requires a little more CPU power, than older CPUs (like Intel Atom, or very old Celeron or low end Core2Duo) can deliver.
To activate HD Mode 7 you first have to set Emulator to Libretro and Core to BSNES (in Game Settings, Advanced Settings, SNES) and then when your are in the game you press hotkey+B to enter RetroArch QuickMenu. There you go to options and set HD Mode 7 Scale to 2x or higher (the higher you set, the better the HD Mode 7 effect will be, but it will cost a lot more CPU power then). And what is important: Do NOT activate "HD Mode 7 Supersampling". Because otherwise the HD Mode 7 effect is not visible anymore.
With one of my systems, which has an Intel Pentium G4500, i was able to set HD Mode 7 Scale in Super Mario Kart to 6x (with 7x or more the game did not run at fullspeed anymore).
But even with 4x Scale, it looks very beautiful.
