I've been doing the same thing as you, I'm still getting my PC ready to be fitted to the arcade cabinet, so would be really interested in how you get on with your build. I've used the Xin mo Joystick/button set up on a Pi3b+ without issue, but not yet tried on my PC build.
Sorry I can't help on the monitor question, I'm using old 17in hp LCD monitors. You're really keeping to the retro theme. 👍
