unable to build Batocera source, gives no rule found error

Dear Admins,

I am trying to cook a custom Batocera rom for testing however when I put the command:

make O=$PWD/output/rpi3 BR2_EXTERNAL=$PWD -C $PWD/buildroot batocera-rpi3_defconfig

It gives me the errors at below:

On that screenshot there is "BR2_EXTERNAL=#PWD"
hash is not a dollar sign

aarkay14 oh no! Its the same error with $ as well.. there is no change to the issue

I have debian and for me it works
