for libretro cores and ppsspp you can press Hotkey + B while in game to open the RetroArch QuickMenu / ppsspp config menu.
for retroarch in general and all standalone emulator-configs, you can press F1 while in EmulationStation Main Menu and then navigate to Applications (but this is only possible on PC x86 and x86_64 i guess).
