I was rereading an older post where user Anderoid had posted a fix for this for an older version. I didn’t understand at that time, but by opening the es_settings.cfg and adding a string for SortSystems and leaving the value blank then saving the change I was able to get my modified systems config file acknowledged by the system.
Then upon further investigation while tracking down another setting it seems this may be baked into the newest build by default. In collections, near the bottom of that list of options, there is a Sort Systems tab. It was set to no after I added the string to the es settings config. This should allow anyone who wants their systems in a particular order to have the modified file read and executed.
Hope this helps someone, it was driving me crazy.
