So I bought a batocera from Aliexpress and paid like 100 dollar, to a 63000 games batocera HDD 2tb with USB 3.0 case adaptor, and I tested in 2 desktops and 2 laptops, and never worked. I tried with select boot, and never load the system, and show the message: mode halt: 32-bit relocation outside of kernel. I search and not found a solution. I liked to know if I can repair this system to work, or I should download and install all manually ( I will not have the knowledge to put all thing together by myself)

Very cool. That’s illegal. You should ask for a refund.
Batocera is and always will be restricted to the redistribution licenses as stated by each emulator it includes, most of which forbid the sale of their software for profit.
