Optical Disc Compatibility?

Afaik, Batocera can use USB storage devices to load games from, as long as the file structure is set up properly. Let’s say that I have a USB CD/DVD/Blu-Ray drive, and I have a disc with the proper file structure. Would I be able to load the game(s)?

No. Batocera requires the ability to write to the drive. It cannot boot otherwise.
