It is not the motherboard, that provides the graphics power... when you are not using a dedicated graphics card, then the internal graphics processing unit (iGPU) of the CPU is used (as long as the CPU has an iGPU, but for Intel Core i3 CPUs this is always the case).
The MS7613 hast the LGA1156 CPU socket. So it supports Intel Core i3 processors like i3-530 for example, which has an older Intel HD Graphics Unit.
And this old Intel HD Graphics of the Intel Westmere Processors (Intel Generation five based) does only support OpenGL 2.1 and is not very powerful

That's why i guess, it is a bit too old/weak for Dreamcast emulation.
But if you put a dedicated Graphics Card (which is also not too old and supported by the drivers integrated in Batocera) into your PC, then it should work fine ;)
The IPX58-DM is LGA1155, which supports Intel Sandy and Ivy Bridge CPUs (which have a little more powerful Intel HD Graphics, than the Westmere Generation CPUs for LGA1156).

With Intel HD Graphics 2000 up to 4000 it should be possible to play Dreamcast games (maybe i can test this, if i find some time and if i have such hardware at home...)
